About the RLB and this piece
The Reichs-Luftschutz-Bund (RLB) was the largest civil defense organization of the Third Reich, founded in 1933. With over 22 million members at its peak, it was one of the largest organizations by membership in the Nazi state. The RLB was responsible for civil air defense – blackout, fire protection, first aid, and evacuation during air raids.
